Econometric Approaches for Environmental Policy Evaluation

The European Association of Environmental and Resource Economists (EAERE) and Fondazione Eni Enrico Mattei (FEEM), in collaboration with Venice International University (VIU), are pleased to announce their annual European Summer School in Resource and Environmental Economics for postgraduate students.

The Summer School will take place from June 30th to July 6th, 2019 at the VIU Campus on the Island of San Servolo, in Venice, located just in front of St. Mark's Square. 

The School topic is the Econometric Approaches for Environmental Policy Evaluation.

Objectives

Environmental policy has lately shifted more and more from traditional command-and-control regulation to market-based regulation (taxes and permits) that economists often advocate. The latest example is the European Trading System (ETS), which instituted a cap-and-trade program for CO2 emissions that is similar to the SO2 trading program that was previously established in the United States. A timely question is how well these modern tools work and costly they are. Are standards set correctly where marginal benefits equal marginal cost? Do benefits capitalizes into housing prices? Is there market power or are there significant transaction costs that keep the permit markets to function correctly?

Policy makers are repeatedly asking for empirical evidence when they revise and implement regulations. The 2019 Summer School is designed to introduce students to the latest econometric techniques to empirically estimate the effect of environmental policy on health outcomes, industry structure, wages, using micro-level data sets.

The specific modules that will be covered by the faculty members are: market-based emissions regulation (Meredith Fowlie), health impacts and labor market outcomes of environmental regulation (Peter Nilsson), the effect of weather and climate on societies (Wolfram Schlenker), spatial econometrics in hedonic model of environmental amenities (Kathrine von Graevenitz), and international environmental treaties and the political economy of environmental regulation (Ulrich Wagner). Paper in various modules will showcase examples of difference-in-difference, instrumental variables, regression discontinuity, matching, and structural approaches.

How to apply

The Summer School is targeted to doctoral and post-doctoral students. Admission is conditional on the presentation by each student of his/her doctoral work; therefore applicants normally need to beadvanced in their PhD to have produced at least one substantive chapter, but not to have completely finished their thesis.

EAERE membership is not requested for applications, but it is encouraged. EAERE Membership is requested for accepted applicants: participation is restricted to 2019 EAERE members. 

Mandatory documents are:

  • your curriculum vitae;
  • a letter of reference from your supervisor;
  • the first draft of the paper you would like to present - no length constraint. Full papers or extended abstracts are accepted; however, priority will be given to full papers.

The deadline for applications is the February 15th, 2019.

Costs

Accepted applicants will be requested to pay a participation fee of EUR 300. The participation fee includes:

  • accommodation in double rooms shared with Summer School colleagues for the duration of the School (from June 30th, 2019 for a maximum of 7 nights);
  • single rooms can be provided on request: extra costs are to be covered by the applicant;
    breakfasts, lunches and dinners included in the School programme;
  • downloadable course material;
  • participation diploma.

Successful candidates will receive information about modes of payment once admitted to the School.

Scholarship

The School Organisers may make available a limited number of scholarships for the coverage of the travel costs for participation in the School. Please indicate in the application form if you would like to apply for a scholarship.

Important dates

  • 15 FEB 2019: Deadline for applications.
  • 1 MAR 2019: Acceptance notifications will be sent out after March 1st, 2019.
  • 15 MAR 2019: Deadline for payment of the participation fee.
  • 1 JUN 2019: Delivery of final papers: Final papers for presentation must be received by the Summer School Secretariat before the June 1st, 2019.
