On 12 November, at the European Parliament in Brussels, Prof. Phoebe Koundouri, ERC Grantee and ERC Ambassador, participated in the joint event organised by the European Research Council and the Parliament’s Panel for the Future of Science and Technology (STOA), entitled “From Science to Policy: Shaping a Sustainable and Competitive Europe”.
During the panel on “Water Resilience”, introduced by Helder Sousa Silva (Member of the STOA Panel, European Parliament) and Joachim Maes (Team Leader, Sustainable Freshwater Unit, DG Environment), Prof. Koundouri contributed to the discussion on how ERC-funded research can promote more resilient, equitable, and sustainable water systems, and explored strategies to strengthen the interface between science and policy.
Prof. Koundouri shared insights from the Water Futures ERC-funded project alongside fellow speakers Jelena Radjenovic (Catalan Institution for Research and Advanced Studies) and Michelle van Vliet (Utrecht University), under the facilitation of Eleni Zika, PhD, Head of Sector for Scientific Impact and Feedback to Policy at the ERC.
Earlier that day, Prof. Koundouri also engaged in a productive discussion with MEP Hélder Sousa Silva regarding the role of scientific evidence and innovative solutions in shaping effective policies for Europe’s Water Resilience Strategy. Bridging the gap between science and policy is essential to accelerate the green and digital transitions while ensuring sustainable prosperity for all.

On 14 November, Prof. Phoebe Koundouri spoke at a special event hosted by the Hellenic Army Academy, where the discussions centred on the strategic importance of water, the need for resilience planning, and the challenges facing critical infrastructure in the context of a rapidly changing climate.
In her intervention, Prof. Koundouri focused on the Economics of Water, highlighting the investment requirements for the coming decade and the importance of aligning national priorities with the EU’s emerging Water Resilience Strategy. She emphasized that water is not merely a natural resource but a strategic asset—fundamental to economic stability, climate adaptation, and national security.
She also presented the extensive work undertaken at AE4RIA – Alliance of Excellence for Research and Innovation on Aephoria, through research and innovation projects that design systemic tools, digital platforms, and policy pathways to strengthen water governance, enhance climate resilience, and support sustainable blue–green transitions. Furthermore, she introduced the European Research Council (ERC) Water-Futures Project, a €10 million initiative developing the next generation of urban drinking water systems. Through this project, her team develops advanced modelling, foresight, and governance tools that enable cities to navigate deep uncertainty and reinforce the resilience of critical water infrastructures, ensuring secure, sustainable, and adaptive urban water services.

On Sunday, November 2, Prof. Phoebe Koundouri had the honour of serving as the keynote speaker for the 2nd “Prothalamos D’ – Environment” event, held in the Event Hall of the historic Schiller Building at the National Theatre of Greece.
In November, the National Theatre of Greece dedicated its artistic program to the theme of Environment, continuing the innovative series “Prothalamos D2: Interdisciplinary and Interartistic Dialogues.” Curated by Natasha Triantafylli, this initiative examines how scientists and artists can converge in a shared space of expression — a space where diverse forms of language and creativity intersect to illuminate contemporary challenges.
Prof. Koundouri’s keynote address emphasized that sustainability can only be realized through a holistic, systems-based approach. She underscored that achieving meaningful transformation requires acknowledging the profound interconnections between nature, society, and the economy, and designing solutions that integrate these dimensions. She highlighted the critical role of integrated decision-making, interdisciplinary research, and collaborative governance as foundational elements for shaping resilient and sustainable futures.
Concurrently, the audience was immersed in a captivating live, site-specific art installation by visual artist Vassilis Gerodimos, created in collaboration with Freddy Gizas. Their work transformed the space into a dynamic dialogue between art and science, reinforcing the message of interconnectedness.
The event at the National Theatre of Greece demonstrated how the synergy between artistic creativity and scientific insight can foster deeper public engagement and inspire collective action toward sustainability.

As a member of the Scientific and Conservation Council of Tour du Valat, Prof. Phoebe Koundouri was pleased to participate in the Council’s Annual Meeting. Tour du Valat is a renowned research centre dedicated to the conservation of Mediterranean wetlands. Prof. Phoebe Koundouri participated in a highly insightful panel discussion on “Digital Technology as a Driver of the Climate and Sustainability Transition”, held during COP30 in Brazil within the UNFCCC Global Innovation Hub COP30 Dialogues, co-organized by the Association for Computing Machinery (ACM) and the SDSN Global Climate Hub.
The session was moderated by Prof. Yannis Ioannidis, President of ACM, and featured distinguished panelists Virginia Dignum (Umeå University), Andrew A. Chien (University of Chicago), and Jayant Haritsa (Indian Institute of Science). Together, they examined how artificial intelligence, high-performance computing, data platforms, and digital public goods are reshaping climate modelling, clean energy systems, resilient cities, agriculture, smart buildings, and nature-based solutions. The discussion also addressed essential issues related to openness, data rights, Indigenous data sovereignty, sustainable computing, and the importance of strong cross-sectoral collaboration.
In her remarks, Prof. Phoebe Koundouri presented the work of the SDSN Global Climate Hub in advancing the integration of computing and AI into climate modelling and sustainability pathways. She underscored the indispensable role of high-performance computing in climate and integrated assessment models, and highlighted how AI is improving model resolution, accelerating computation, enhancing extreme-event prediction, and supporting emissions monitoring. She further emphasized the importance of sustainable computing, open data, robust governance frameworks, and interdisciplinary scientific approaches linking climate science, economics, engineering, and digital technologies.

On 10/11, during the high-level panel “Using Science to Inform Policy Decision-Making: The Development of the Senegal River Basin,” part of the UNFCCC Global Innovation Hub COP30 Dialogues in the Blue Zone, Prof. Phoebe Koundouri discussed how digital twin technologies can advance science-based, data-driven, and collaborative decision-making for the sustainable development of the Senegal River Basin—one of West Africa’s most important transboundary ecosystems.
This dialogue builds on the progress achieved through the OMVS Systemic Innovation Workshop in Dakar, which continued the initiative launched in Athens (September 4–5, 2025) by the UN SDSN Global Climate Hub, with support from AE4RIA – Alliance of Excellence for Research and Innovation on Αephoria, in collaboration with the UNFCCC Global Innovation Hub.
From Athens to Dakar and now to Belém, this ongoing initiative exemplifies how systemic innovation, digital transformation, and scientific collaboration can converge to co-design a Digital Twin of the Senegal River Basin—a living, dynamic model for the integrated management of water, energy, food, and ecosystems under climate uncertainty.

On 10/11, Prof. Phoebe Koundouri attended a highly productive meeting at the Institut français de Grèce (IFG) with the renowned French oceanographer Dr. Françoise Gaill, together with Dr. Matthieu Abgrall, Scientific and University Cooperation Attaché & Deputy Director of the French Institute of Greece, and her colleague Prof. Serafeim Poulos, National and Kapodistrian University of Athens.
They engaged in an in-depth discussion on the sustainability of our oceans, the interconnections between ocean health, climate action, and the blue economy, and explored new opportunities for collaboration between Greek and French scientific and academic institutions. The meeting also covered joint initiatives that link scientific evidence with policy design to advance a sustainable and climate-resilient future for the oceans.

As Co-Chair of the United Nations Independent Group of Scientists (IGS) for the 2027 Global Sustainable Development Report (GSDR), Professor Phoebe Koundouri led the recent mission to Incheon, Republic of Korea, for the Asia-Pacific Regional Consultation, held on 5–6 November 2025: https://sdgs.un.org/gsdr2027#regional_consultation.
Organized by the United Nations Department of Economic and Social Affairs (Division for Sustainable Development Goals and the UN Office for Sustainable Development) and the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP), the consultation convened scientists, policymakers, civil society representatives, and private-sector experts from across the region. Participants engaged in in-depth exchanges on strategies to accelerate progress toward the Sustainable Development Goals (SDGs) and to strengthen the science–policy–society interface.
In her capacity as Co-Chair of the IGS, Professor Koundouri delivered the opening and closing remarks, led reflections on regional outcomes, and contributed to dialogues on the following thematic areas:

Ten years of SDG implementation in Asia-Pacific — successes, challenges, and lessons learned;

Bridging insights from the 2023 and 2027 GSDRs to advance systems-based transformations;

The consultation highlighted the indispensable role of science and multilateral collaboration in accelerating progress toward the SDGs. The insights and knowledge gathered in Incheon will directly inform the 2027 Global Sustainable Development Report, shaping evidence-based recommendations for the international community as it advances toward 2030 and beyond.
Prior to the consultation, on 4 November 2025, the IGS held its working meeting, co-chaired by Professor Phoebe Koundouri and Dr. Adedoyin Adeleke, PhD, alongside colleagues from UN DESA. During this session, the group advanced the development of the report’s conceptual framework, agreed on key components to be included in the 2027 GSDR, and outlined strategies for outreach and regional engagement in the coming year.
UN DESA, UNOSD, UN ESCAP, and regional experts played a central role in contributing to this collective effort.

During the High-Level Panel Discussion “From Emergency to Strategy: Strengthening Urban Preparedness in the Long Term”, Prof. Koundouri highlighted the importance of systemic, science-based climate strategies and underscored the need for close cooperation among local authorities, academic institutions, and citizens to enhance urban and regional resilience.

On 21 October, our team had the pleasure of welcoming Professor Jeff Schlegelmilch from Columbia University’s Climate School, Director of the National Center for Disaster Preparedness (NCDP) and of Executive Education and Non-Degree Programs, at the Athens University of Economics and Business (AUEB), ReSEES Research Laboratory.
Following an introduction by Professor Dr. Phoebe Koundouri, we presented our work on systems innovation, stakeholder co-design, accelerators, education, research initiatives, and the activities of the SDSN Global Climate Hub.
The meeting was an inspiring exchange of ideas, and we look forward to fostering meaningful collaborations that advance climate resilience, innovation, and sustainability.

On 21 October 2025, Prof. Phoebe Koundouri participated in a distinguished panel discussion titled “The Eastern Mediterranean & the Climate Crisis: Lessons from Greece for COP30”, held at the Columbia Global Center in Athens, Greece. The event was organized by Columbia Global Center Athens in collaboration with Columbia Global, as part of the “Road to COP30: Local Voices, Global Pathways” series, which highlights regional perspectives on climate action leading up to COP30.
During her remarks, Prof. Koundouri highlighted the UN Global Sustainable Development Report 2027 (GSDR 2027), where she serves as Chief Scientist. The report provides an assessment of global progress toward the Sustainable Development Goals, revealing that the world is currently only approximately 20% on track, including on climate objectives. A central focus of the report is the critical question of how to accelerate implementation effectively.
Prof. Koundouri emphasized that sufficient scientific knowledge already exists to guide action. What is required now is co-designed transformation across systems. Through AE4RIA – Alliance of Excellence for Research and Innovation on Aephoria and the SDSN Global Climate Hub, she is advancing integrated, science-based pathways and open platforms that translate plans into tangible investment and policy action.
She joined fellow experts Jeff Schlegelmilch (Columbia Climate School) and Efi Kyriakopoulou (AUEB/SLU) in a discussion moderated by Irene Nomikou-Lazarou (Columbia Climate School / IOBE).

A truly inspiring fireside chat took place during the 3rd Hellenic Impact Investing Conference with Dr. Richard Damania, Chief Economist at The World Bank.
The discussion centered on the World Bank’s recent report, Reboot Development: The Economics of a Livable Planet, hosted by the Oxford Martin School, University of Oxford, on September 2nd, in which Prof. Phoebe Koundouri proudly participated.
The report highlights that degraded natural wealth poses both environmental and economic challenges—and that sustainable growth, job creation, and global prosperity can be achieved through integrated policies across land, air, and water sectors.

Dr. Konstantinos Dellis, under the leadership of Prof. Phoebe Koundouri, contributed to the TSI–TAIEX Workshop, supporting the implementation of Cyprus’s revised National Climate Change Adaptation Strategy and Action Plan—“Enhancing disaster risk management and climate change adaptation in Cyprus”—with a session titled “Financing Adaptation Pathways: Insights from the Pathways2Resilience (P2R) Project.”
His presentation highlighted how the Adaptation Investment Cycle (AIC), developed within Pathways2Resilience, addresses common barriers to adaptation finance—from fragmented data and unclear policy signals to low perceived returns—while promoting just resilience. The AIC is a flexible, iterative process with multiple entry points for regions, whether they follow existing adaptation plans or co-shape new regional action plans.
A key policy recommendation from this work is the integration of investment planning within the updated EU guidance for national and regional adaptation plans, which is an essential step to strengthen the financial dimension of resilience building.

During the Science and Technology in Society Forum 2025 in Kyoto, Japan, Prof. Phoebe Koundouri spoke at the Biodiversity Session, which focused on the urgent need to address the accelerating loss of biodiversity and the challenges of translating scientific evidence into effective policy and action.
In her intervention, Prof. Koundouri approached biodiversity from an integrated economic modeling and valuation perspective, emphasizing holistic, science-based solutions to implement global biodiversity commitments within the UN Agenda 2030 and its 17 Sustainable Development Goals (SDGs).
She presented a three-stage framework developed by the UN SDSN Global Climate Hub, which she chairs, to guide biodiversity resilience and conservation management. This framework involves measuring and monitoring biodiversity using satellites, drones, IoT, and AI; modeling and co-designing interconnected systems that link biodiversity with climate, land use, agriculture, and marine ecosystems; and financing and embedding biodiversity within economic and financial systems by valuing natural capital and integrating it into cost–benefit analyses and national accounts.
Prof. Koundouri emphasized that effective biodiversity management depends on recognizing and valuing its contribution to the sustainable interaction among nature, the economy, and society.
The session was chaired by Sir Peter Gluckman, President of the International Science Council (ISC), and featured inspiring contributions from Prof. Andrew Fire (Stanford University School of Medicine, Nobel Laureate 2006), Dr. Doug Hilton AO (CSIRO, Australia), Philippe Mauguin (INRAE, France), and Adam Falk (Wildlife Conservation Society).

At the 22nd Annual Science and Technology in Society Forum (STS Forum 2025), held from October 5–7, 2025, in Kyoto, Japan, more than 1,500 global leaders from over 80 countries, regions, and international organizations convened to explore how science and technology can provide solutions to today’s most pressing global challenges.
Since its establishment in 2004, the STS Forum has evolved into a prestigious global platform that brings together Nobel Laureates, distinguished academics, government officials, and industry leaders, each contributing unique insights to international discussions on the role of science and technology in advancing human well-being.
This year’s Forum was graced by the presence of Their Majesties, the Emperor and Empress of Japan, and Shigeru Ishiba, Prime Minister of Japan, and was opened by Hiroshi Komiyama, Chairman of the STS Forum.
During the session on “AI in Society: Social Networks and Communication,” Professor Phoebe Koundouri contributed to the discussion by emphasizing the necessity of effective AI regulation by governments and international organizations. Such regulation, she noted, is essential not only to stimulate and accelerate AI innovation but also to ensure safety, fairness, and accountability. Professor Koundouri proposed three key transformations:

Restructuring social networks into knowledge networks that can effectively support a knowledge-based economy.

Establishing a broad Open Access Review process to enhance transparency and collaboration.

On October 5, in Kyoto, Japan, the 2025 Science, Technology and Society Forum was held together with the Regional Action on Climate Change Symposium, where Prof. Phoebe Koundouri served on the International Advisory Committee. Since 2009, RACC has advanced local climate action through knowledge networks connecting science and policy.
Last year’s symposium focused on oceans, producing a consensus statement published in Sustainability Science and presented at COP29. This year, RACC17 explored the vital link between climate change and food security — a defining challenge for our shared future.
In her Plenary Session on “Socio-economic Impacts on Food Security and Vulnerable Regions,” Prof. Koundouri presented AE4RIA – the Alliance of Excellence for Research and Innovation on Aephoria and SDSN Global Climate Hub research on integrated systems analysis connecting land degradation, climate change, and food security across Europe. She outlined how the Hub develops science-based pathways toward climate neutrality and resilience through satellite-based monitoring, land-use modeling, and socio-economic data. She also shared FABLE Consortium framework results, modeling global food–land–climate pathways and demonstrating that sustainable land use is key to both climate adaptation and food security — and must be embedded in long-term policy and fiscal planning.
In addition, as chair of the session on “Key Social, Economic and Technical Innovations that Could Mitigate These Threats and Challenges,” Prof. Koundouri presented the framework of the forthcoming UN Global Sustainable Development Report 2027, which she co-chairs. She emphasized the need for multi-dimensional innovation — combining social, technological, and economic transformation — to achieve sustainable and equitable growth, highlighting circular economy models, education for sustainability, renewable energy, AI, nature-based solutions, and green finance as key enablers of systemic change.

During the WAAS Fellows Plenary Panel on “The Role of the World Academy of Art and Science (WAAS) in the Implementation of the Paris Agreement)”, moderated by Prof. Nikos Theodosiou, Chair of SDSN Black Sea, Prof. Koundouri presented an overview of the progress achieved toward the Sustainable Development Goals (SDGs) over the past decade. On 26 September 2025, the National Technical University of Athens (NTUA) hosted, for the twelfth consecutive year, the “Researchers’ Night,” a European initiative aimed at bringing science closer to society.
The event featured representation from ReSEES, the Research Laboratory at the Athens University of Economics and Business (AUEB), and the AE4RIA network, both directed by Professor Dr. Phoebe Koundouri. Dr. Conrad Landis, Dr. Theodore Daglis, and Georgia Papageorgiou presented the work of ReSEES, which is dedicated to producing scientific knowledge and developing tools to support policies promoting economic prosperity, social cohesion, and environmental protection. AE4RIA, a network of excellence, connects universities, research centers, international organizations, and businesses to advance the green transition.
During the event, several flagship projects were highlighted, including ERC Water-Futures, Horizon Europe DiverSea, and Pathways2Resilience, as well as Horizon 2020 projects ARSINOE_EU, BRIDGE Black Sea, and Climate Impetus. These initiatives collectively aim to enhance climate resilience, foster innovation, and protect biodiversity. Particular attention was given to ARSINOE, which focuses on building resilient regions against climate change through innovative tools such as Virtual Reality (VR). Participants also engaged in a Discrete Choice Experiment, sharing their perspectives on the future development of Metropolitan Athens.

The workshop emphasized the role of results-based financial frameworks in unlocking public and private capital to accelerate breakthrough solutions for climate mitigation and adaptation.
Professor Dr. Phoebe Koundouri delivered the keynote opening remarks, setting the stage for discussions on mobilizing public and private capital for systemic climate innovation. Dr. Dimitris Raptis contributed to the breakout sessions, engaging with international stakeholders on innovative financing frameworks to advance climate neutrality and resilience.
This workshop builds on the momentum of the OMVS Systemic Innovation Workshop (4–5 September 2025, SNFCC, Athens), convened by the SDSN Global Climate Hub with AE4RIA and the UNFCCC Climate Innovation Hub. 10 Years of the 2030 Agenda: Progress, Challenges, and Future Perspectives
The event, hosted by ASviS – Alleanza Italiana per lo Sviluppo Sostenibile, in collaboration with the Permanent Mission of Italy to the United Nations, the UN Global Compact Network Italy, and SDSN Italy, took place live from Rome and New York during the United Nations General Assembly and Climate Week NYC.
In her intervention, Professor Phoebe Koundouri, Co-Chair of the forthcoming United Nations Global Sustainable Development Report (GSDR) – the last before the 2030 deadline – reflected on both progress and setbacks:
The state of the SDGs: Current reports from the United Nations and the SDSN Global Climate Hub confirm that only 17–18% of the Sustainable Development Goals are on track. Vital systems – food, water, land, and oceans – remain in deep crisis. While Europe has advanced frameworks such as the European Green Deal, global and national implementation efforts are still lagging behind.
The way forward: The SDGs must remain the global framework for action, with light revisions to reflect the impacts of artificial intelligence, shifting geopolitics, and emerging realities. Solutions are not lacking: policy frameworks, financing instruments, and technological innovations are already available. What is missing is a dedicated global mechanism to coordinate science, technology, finance, and capacity building – and to translate knowledge into large-scale action.

On 22 September 2025, the AE4RIA team participated in the high-level side event Education for Peace & Planet: From Histories to Futures, held during the 80th United Nations General Assembly and NYC Climate Week.
Organized by the UN Sustainable Development Solutions Network (SDSN), the Centre for Sustainable Development at Columbia University, Mission 4.7, SDGs Today, and the Global Schools Program, the event convened educators, students, policymakers, and international partners to emphasize the transformative role of the Ages of Globalization (AoG) initiative. Inspired by Professor Jeffrey Sachs’ influential book, AoG is a free, interdisciplinary, and interactive learning program that has already engaged more than 13,000 learners and educators across 165 countries. By exploring seven ages of human history, the program enables participants to deepen their understanding of global interdependence and to design solutions for contemporary challenges.
Professor Dr. Phoebe Koundouri delivered the opening remarks, underscoring the global impact of the AoG program and the contribution of the EU-funded ARSINOE Project in co-developing lessons and climate resilience case studies that position education as a catalyst for sustainability action. She emphasized that history can serve as a powerful guide in the search for innovative solutions to today’s crises, from climate change to inequality.
Dr. Dimitris Raptis (SDSN Greece) contributed to Panel I: Learning Across Ages, highlighting the importance of integrated and participatory learning that bridges science, policy, and society. He pointed to the capacity of Generation Z as adaptive system-thinkers and showcased initiatives such as AoG and the SDSN Global Climate Hub as leading examples of transformative education for global citizenship.

The workshop, titled “Challenges in Water Resources Management: Addressing Water Scarcity and Fair Pricing,” brought together researchers, policymakers, and local organisations to discuss pressing challenges in water management during times of scarcity and to explore fair approaches to water pricing. It provided a platform for interdisciplinary teams and stakeholders to exchange ideas on the obstacles faced by the Cypriot water system, consider potential solutions and priorities, and foster cross-fertilisation between economics, engineering, and policy research.
Following a welcome by Professor Marios Polycarpou (University of Cyprus, KIOS Center of Excellence) and an opening presentation by Professor Phoebe Koundouri (AUEB & University of Cambridge) on the project’s overarching goals, Dr Demetris Eliades (University of Cyprus, KIOS) gave an overview of current water and demand management challenges in Cyprus.
The core of the workshop centred on two interactive activities facilitated by Ms Lydia Papadaki and Dr Conrad Landis (AUEB), together with Dr Stelios Vrahimis (KIOS). In the first activity, participants identified and validated key challenges—such as water losses, demand reduction, and droughts—while examining drivers, impacts, barriers, and possible solutions. The second activity focused on exploring fair water pricing approaches and their implications, using the interactive tool menti.com to capture participants’ perspectives.
The workshop concluded with a synthesis of the key outcomes and an outline of next steps by the research team, emphasising how the insights gathered will inform ongoing water pricing modelling efforts.

Forum on Vocational Excellence 2025 in Kolding, Denmark
“Together we design the future”Between 10 and 12 September 2025, the Forum on Vocational Excellence 2025 was held in Kolding, Denmark, bringing together leading Centres of Vocational Excellence (CoVEs), educators, researchers, and professionals to exchange insights on skills development, innovation, and collaboration in vocational education.
Representing the CATALYST Project Erasmus+, Ms. Eleni Toli and Ms. Lydia Papadaki from the Athens University of Economics and Business, under the leadership of Professor Dr. Phoebe Koundouri (PI), actively contributed to the event.
The CATALYST team hosted the workshop “Sustainable Transformation & Future Competences”, an interactive session designed to explore how the CATALYST platform and programmes can support CoVEs in addressing emerging skill needs.
The workshop included:

A hands-on session using the catalystplatform.eu, where participants explored available courses and services,

Participants left the session with concrete ideas for future partnerships and tailored learning pathways, in line with the CATALYST mission to foster future-fit competences through co-creation, specialisation, and business innovation.
The Forum also featured high-level presentations and thematic exchanges on mobility, digital transformation, sustainable industries, inclusive education, and the evolving role of CoVEs in shaping Europe’s skills ecosystem.

The discussion addressed the urgent need to mobilize trillions for climate action through blended finance, public de-risking, and concessional loans to unlock private investment. A central theme was climate justice: those least responsible for emissions face the gravest consequences, while historically high-emission nations bear responsibility for financing adaptation, compensating loss and damage, and transferring clean technologies.
Representing the SDSN Global Climate Hub, supported by AE4RIA – Alliance of Excellence for Research and Innovation on Aephoria – Prof. Koundouri emphasized the importance of connecting science, policy, and finance to tangible climate solutions. She echoed the words of the COP30 Presidency letter: “We have the agency and responsibility to evolve from competition to symbiosis.”
Day 2 – Political Strategy Panel (14 September)
The second day focused on the pressing need for a new political strategy to address climate change in a fractured world. Despite decades of international agreements, emissions continue to rise, fossil fuels still account for 82% of energy consumption, and global warming remains on track to reach 3.7°C. The panel emphasized empowering youth, civil society, and governments to move beyond unfulfilled promises and drive meaningful change.
Climate action demands finance, strategy, and collaboration across generations. Prof. Koundouri expressed deep appreciation to the organizers and participants for their insightful contributions and commitment.
The SDSN Global Climate Hub, supported by AE4RIA, continues its mission to bridge science, finance, and policy in order to transform climate ambition into concrete action.

Prof. Phoebe Koundouri participated in the International Workshop in Memory of Efthymios (Mike) Tsionas, held on 11–12 September 2025 at the Athens University of Economics & Business (AUEB), generously supported by the Bank of Greece.
The workshop brought together colleagues and friends from around the world to recognize Mike’s contributions to econometrics and applied economics. Beyond the research presented, it served as a tribute to a distinguished scholar, a supportive colleague, and a friend whose legacy continues to influence contemporary work.
On Thursday, 11 September, Prof. Koundouri presented (online) the paper:
“A Simulation-Driven Assessment of 35 European National Energy and Climate Plans”,
co-authored with A. Alamanos, I. Arampatzidis, S. Devves, T. Pliakou, and C. Deranian.This work is an outcome of the UN SDSN Global Climate Hub , chaired by Prof. Koundouri. It employs an integrated systems modeling approach to simulate the performance of EU Member States’ National Energy and Climate Plans (NECPs). By linking the dynamics of energy, economy, and environment, the research evaluates whether these plans are sufficient to achieve Europe’s climate neutrality commitment by 2050.
The findings indicate that while the NECPs represent an important collective effort, significant gaps remain between ambition and implementation capacity. Some countries are progressing well, while others risk falling short without stronger measures in renewable energy expansion, energy efficiency, and ensuring a just transition for workers and communities. The research provides policy-relevant insights to guide national governments and EU institutions in aligning current efforts with the long-term climate neutrality goal.

Building on AE4RIA’s role as the GEIDCO National Committee in Greece, Prof. Phoebe Koundouri traveled to Beijing,on 9 September 2025, to participate in high-level discussions on the global clean energy transition. She was accompanied by Dr. Ioannis Arampatzidis, a member of the AE4RIA team, who is currently working on energy modeling at the SDSN Global Climate Hub and AE4RIA, contributing critical expertise to advancing sustainable energy solutions.
On 26th September 2015, Chinese President Xi Jinping proposed discussions on establishing Global Energy Interconnection (GEI) at the UN Sustainable Development Summit, aiming to meet global power demand with clean and green alternatives. To facilitate collaboration among governments, enterprises, financial institutions, think tanks, universities, and other stakeholders for GEI research, investment, and implementation, GEIDCO developed the first-ever “World of Energy Interconnection” (WEI) platform in the GEI field.
In 2025, Prof. Koundouri is linking Greece and the SDSN Global Climate Hub, which she chairs, to the global network of governments, industries, and academia working together to accelerate the clean energy transition, foster international cooperation, and drive sustainable energy innovation.
The establishment of the GEIDCO National Committee in Greece marks an important milestone, formally connecting Greece to a UN-accredited international network with over 1,300 members worldwide. This network advances clean energy transition, cross-border grid interconnection, and sustainable development, creating new opportunities for collaboration, knowledge exchange, and technological innovation.
The 2025 Global Energy Interconnection (GEI) Conference, held in Beijing on September 9, opened with a keynote by Chinese Vice President Han Zheng, who outlined a vision for a green, low-carbon, and innovative energy future. He emphasized international collaboration, renewable energy development, smart grids, and clean energy R&D, highlighting the importance of energy access for developing countries. The conference brought together nearly 1,000 participants from over 100 countries, underscoring its global significance.
During her keynote speech on Energy and Meteorology Synergetic Development, Prof. Koundouri emphasized the importance of assessing national climate strategies within a global framework to ensure coherent progress toward climate neutrality. Her speech drew on insights from the recently launched report, An Integrated Assessment of the European National Commitments for Climate Neutrality (SDSN Global Climate Hub, June 2025), which assessed Europe’s 35 NECPs and provided 20 key policy recommendations.

In her remarks, Prof. Koundouri emphasized that the Sustainable Development Goals (SDGs) offer a science‑based, integrated roadmap to address today’s “multicrisis”—the interconnected climate, ecological, social, and economic crises. While 190 countries have adopted SDG strategies, no goal is currently on track globally. She highlighted the contrast between progress in East and South Asia and the persistent fiscal constraints in low‑income countries. These challenges, she noted, require urgent reform of the Global Financial Architecture to unlock and redirect the world’s $30 trillion in savings toward emerging and developing economies (EMDEs).

In her opening remarks, Prof. Koundouri emphasized that growing job insecurity, widening economic inequality, and AI-driven technological disruptions pose serious threats to human security and social cohesion. She stressed the urgent need for comprehensive policy reform, inclusive and equitable technological transitions, and the development of sustainable labour markets aligned with Sustainable Development Goal 8: Decent Work and Economic Growth. The panel explored comprehensive strategies to address the climate crisis within the broader context of interconnected global challenges, including biodiversity loss, rising inequality, fiscal constraints, and an evolving geopolitical landscape.
Prof. Koundouri presented the work of the SDSN Global Climate Hub, which provides governments with quantified, costed, and sectorally integrated transition pathways aimed at halving emissions by 2030 and achieving net-zero emissions by 2050. This work is grounded in advanced systems modelling, stakeholder co-design, and open-access digital platforms.

The first day of the WAAS@65 Conference (21/07/2025) began with a compelling, solution-oriented panel discussion titled "Global Solutions to Raise the World’s Platform – The UN SDGs," moderated by Prof. Phoebe Koundouri.
The panel explored the critical importance of accelerating progress on the United Nations Sustainable Development Goals (SDGs) as a means of addressing rising global insecurity. In her opening remarks, Prof. Koundouri emphasized the urgency of collective action, citing data from the 2025 Sustainable Development Report, which reveals that only 17% of SDG targets are currently on track.

On Monday, 21 July, Lydia Papadaki delivered a presentation at the 2nd International Sociohydrology Conference in Tokyo. The presentation formed part of Session 46: Transdisciplinary Waters: Experimentations, Living Laboratories, and Collective Stewardship, under Theme 3: Pluralising Water Knowledge.
Her talk, entitled “Integrating Living Laboratories and Experimental Economics in Water Resource Management”, was co-authored with Dr. Ebun Akinsete, Alina Velias, Lazaros-Antonios Chatzilazarou, and Professor Dr. Phoebe Koundouri (Principal Investigator). The research was conducted within the framework of the ERC Water Futures project.
The presentation explored the potential of Living Labs and behavioural experiments to enhance participatory water governance by bridging real-world decision-making processes with insights from economic science and stakeholder engagement.

In her address, Professor Koundouri emphasized the urgency of accelerating the green transition as a key pathway toward building a more competitive, clean, and circular European economy.
Through her work at the Alliance of Excellence for Research and Innovation on Aephoria (AE4RIA), she leads interdisciplinary and cross-sectoral efforts that support this transition. AE4RIA's activities span research, policy advising, and multi-stakeholder collaborations aimed at promoting clean energy, circular economy practices, and sustainable competitiveness both in Europe and globally.
Professor Koundouri expressed her appreciation to the organizers for the invitation and commended their efforts to actively involve young people in shaping the future of sustainability.

At the FFD4 conference in Seville, held on 1 June 2025, the SDSN Global Climate Hub launched two significant reports presenting science-based, systems-modelled pathways to achieving net-zero emissions across 35 countries in Europe, the United Kingdom, and the Balkans.
The reports were introduced during the high-level session titled “Evidence-based Financial Pathways for Decarbonisation and Climate Neutrality”, co-organized by the Alliance of Excellence for Research and Innovation on Aephoria (AE4RIA), the SDSN Global Climate Hub, and the PVBLIC Foundation. The session convened global leaders from the fields of science, diplomacy, finance, and policy to discuss financial innovation, data-driven decision-making, governance, and regional adaptation strategies—aligned with the Compromiso de Sevilla and the Sustainable Development Goals (SDG) financing agenda.

Abstract:
Publicly funded research, such as through EPSRC and Horizon Europe, is increasingly assessed not only by scientific merit but by its impact in the real world, including commercial viability and socio-economic benefit. Yet many high-potential innovations in climate repair and biodiversity conservation stall before reaching implementation.By examining the mature, structured translation ecosystem in MedTech (e.g. LIHE at King's College London), this seminar explores how environmental and AI-driven science can be accelerated ethically and effectively into real-world impact. We focus particularly on the Triple Chasm Model, a commercialisation framework used in research institutions and Universities (including LIHE, UK Industrial Strategy, Babraham Institute and EIT Food) to guide research translation across multiple vectors, offering a clear bridge between research portfolios and viable spin-out ventures.We also examine the ethical imperative of giving scientists greater agency in how their work is deployed, using tools from Hegelian dialectic and Socratic inquiry to critically frame solution design and avoid unintended consequences.

Between Tuesday, October 6th, and Thursday, October 10th, 2024 , DiverSea partners gathered in Athens, hosted by Ethnikon kai Kapodistriakon Panepistimion Athinon (NKUA) for the Annual Meeting. Over fifty participants from all 19 institutes in the consortium, along with other collaborators, shared insights from the first year of the project. DiverSea is an EU-funded Horizon project with an approximate budget of €9.7 million. Through seven work packages, the project will synthesize multiple research streams into a workflow that develops and refines new DNA-based monitoring technologies, integrates diverse types of data from emerging sources, and visualizes this data through a cutting-edge dashboard to facilitate its integration into policy and planning.
